Dear Governor Quinn
The League of Women Voters asks for your support of SB 1050, a measure that eliminates certain barriers to employment of otherwise qualified persons with criminal records.
SB 1050 expands the pool of offenses eligible for Certificates of Relief from Disabilities [occupational licensing] and Certificates of Good Conduct [general, non-licensing barriers]. Applications for certificates will go through the circuit court that ordered the conviction.
The bill gives immunity from civil and criminal liability to employers who rely on a certificate and the employee later harms a third person.
The League participates in the Collaborative on Reentry. We appreciate the support you are giving to that initiative which works to address the needs of persons released from correctional institutions.
