Take Action: Stop Bribery By Lobbyists

4/28/26

Lobbying is a fundamental freedom enshrined in the Bill of Rights, but Illinois has very weak lobbying regulations compared to other states, and bribery by lobbyists is a significant issue in Illinois. Recent, high-profile federal corruption cases have led to convictions and prison sentences for former lobbyists, executives, and the former Illinois House Speaker.

SB0053 is proposed legislation that would amend the Lobbyist Registration Act by prohibiting lobbyists from promising anything of value in exchange for support, action, or inaction on legislative or executive matters. It also prevents lobbyists from pressuring state officials or employees to violate ethics regulations.

The change aims to reduce potential conflicts of interest and undue influence in state government decision-making and promotes more transparent and ethical interactions between lobbyists and public officials.

Call or email your Illinois state senator and ask them to support this bill.

Sample Letter to Lawmakers

Dear [Legislator’s Name],

I am writing to urge you to support and pass critical amendments to the Lobbyist Registration Act that would strengthen ethical standards and restore public trust in Illinois government.

The proposed changes would prohibit lobbyists from promising anything of value in exchange for a public official’s support, action, or inaction on legislative or executive matters. This includes campaign contributions, endorsements, or other forms of in-kind support offered as inducements. At the same time, the legislation carefully preserves the legality of voluntary campaign contributions made in full compliance with existing laws. In addition, the bill would prevent lobbyists from pressuring state officials or employees to violate established ethics regulations.

These reforms are a necessary step toward reducing conflicts of interest and limiting undue influence in government decision-making. By clarifying what constitutes unacceptable conduct, the legislation promotes more transparent and ethical interactions between lobbyists and public officials.

Lobbying is a constitutionally protected activity rooted in the Bill of Rights, and it plays an important role in ensuring that diverse perspectives are heard. However, Illinois currently has comparatively weak lobbying regulations. This gap has contributed to an environment where misconduct can occur, as evidenced by recent high-profile federal corruption cases involving lobbyists, executives, and even senior state leadership.

The scale of lobbying influence in Illinois further underscores the need for reform. With approximately 13 registered lobbyists for each of the legislature’s 177 members, the potential for disproportionate influence is significant. Strengthening ethical guardrails will help ensure that public policy decisions are made in the best interest of constituents, not shaped by improper incentives.

Passing this legislation would send a clear message that Illinois is committed to integrity, accountability, and transparent governance. I respectfully ask that you support these amendments and work to advance meaningful ethics reform.

Thank you for your time and consideration.

Sincerely,
